Newly Updated Tool IDs Vehicles Eligible for Incentive Funding in California and New York

An innovative online tool that catalogs global zero-emission truck and bus models now makes it easier to identify the vehicles eligible for significant point-of-sale discounts in California and New York. CALSTART’s Zero-Emission Technology Inventory (ZETI) now features Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) and New York Truck Voucher Incentive Program (NYTVIP) “badges” on vehicle model descriptions. This new information was added to help raise awareness around the types of vehicles these two leading edge programs support.

Record year for California Climate Investments: $3.1 billion invested in 2020 across California (5/10/2020)
Despite the challenges posed by a global pandemic and unprecedented heat and wildfires, 2020 was another record year for California Climate Investments with more than $3.1 billion invested in more than 51,000 projects across California’s 58 counties and with total program investments since 2014 benefitting priority populations topping $4 billion. Projects implemented in 2020 alone will reduce greenhouse gas emissions by nearly 18 million metric tons of carbon dioxide equivalent over the course of their lifetimes.
Of the $3.1 billion investment in 2020, $1 billion is benefiting disadvantaged and low-income communities and households — collectively referred to as priority populations. To date, more than $4 billion in California Climate Investments funds have benefited priority populations — nearly half of all project investments.
Nearly a half million projects have been funded so far since the first California Climate Investments appropriations were made in 2014. These projects are providing substantial benefits to communities across the state while making significant greenhouse gas emission reductions. To date, California Climate Investments projects are expected to reduce greenhouse gas emissions by 66 million metric tons of carbon dioxide equivalent during their lifetimes, not including an additional 102 million metric tons expected from a completed High-Speed Rail project. The $3.1 billion 2020 investment included nearly $1.4 billion in funds implemented last year by the California High-Speed Rail Authority.
Select highlights from the 2021 Annual Report include:
• More than 40,000 consumer rebates issued for zero-emission and plug-in hybrid vehicles, with a growing percentage, 38 percent last year, going to lower-income applicants
• 2,462 new, affordable housing units under contract
• 128,000 acres of land preserved, restored or treated
• 148,000 tons of waste diverted from landfills
• 341 million gallons (gas and diesel) fuel use avoided
• 500,000 trees planted

CARB includes more California disadvantaged communities in statewide Community Air Protection Program
California’s relentless fight for clean air continues as the California Air Resources Board (CARB) approved the addition of three new disadvantaged communities to the Community Air Protection Program. These diverse, urban and rural areas will be able to put into practice lessons learned in the community approach developed under AB 617 over the past three years.
Under the Community Air Protection Program, community members work with local air districts to conduct air monitoring and prepare community emissions reduction programs. These include a mix of strategies to reduce air pollution or exposure at the community level, including new regulations, targeted incentive funding, enhanced enforcement, and coordinating efforts with other agencies based on community priorities.
Arvin – Lamont in the San Joaquin Valley Air District, and South Los Angeles in the South Coast Air Quality Management District (SCAQMD) will be new communities with air monitoring and Emissions Reduction Programs. Richmond – San Pablo, one of the original 10 communities in the program, will move forward to develop a Community Emission Reduction Program based on its previous air monitoring plan.

New Resource for Transit Agencies Interested in Cleaner Buses
Transit agencies and representatives seeking a step-by-step pathway to cleaner bus fleets, please check out the Clean Transit Innovation Network (CTIN) at www.cleantransitnetwork.org. CTIN reports on efforts to deploy, test and commercialize low- and zero-emissions transit buses. It provides critical tools to support agencies as they transition their fleets to near- and zero-emission vehicles and adopt clean fuels infrastructure. We are helping transit agencies in communities of all shapes and sizes to transform bus fleets nationwide.

HVIP Launches Funding Finder Tool for Vehicles and Infrastructure
HVIP is proud to announce the launch of the Advanced Vehicle Technology and Infrastructure Funding Finder Tool. Developed to provide a centralized online resource on available California funding programs, the Funding Finder allows users to evaluate incentive programs for medium- and heavy-duty advanced vehicles and equipment technology, infrastructure and planning grants. By the click of a mouse, a user can easily evaluate funding depending on one’s location, technology type, and funding amount.
CALSTART created the Funding Finder in partnership with state funding agencies, air districts and utilities to ensure that users have access to the latest information on available funding in the state of California. The Funding Finder seeks to help users evaluate funding options while helping the state advance clean technologies to meet important emission reduction goals and build healthier communities.

Partial Sales and Use Tax Exemption for Zero-Emission Transit Buses
Assembly Bill 784 provides a partial sales and use tax exemption on purchases and leases of eligible zero-emission transit buses in California. As of October 9, 2019 and through December 31, 2023, qualified purchasers are able to take advantage of this tax exemption.
To receive the partial tax exemption, purchasers must meet three conditions: 1. The bus is a transit bus; 2. The qualified purchaser is either: city or county government, a transportation district/transit district, or a public agency that provides transit services to the public; 3. The transit bus is eligible under the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP).
HVIP-eligible transit buses can be found in the online catalog. The partial tax exemption applies whether or not HVIP funding was used to purchase or lease the transit bus. Purchases do not have to be made via an HVIP-eligible dealer or manufacturer in order to qualify for the partial tax exemption. New Funds Are Coming This Month to HVIP!
New funds are coming this month to HVIP! The latest California Climate Investment funding from ARB for ALL HVIP vouchers will be available soon. This funding is made possible by California Cap and Trade Auction proceeds. This means we will be able to process the zero emission and hybrid Wait List applications, and accept new vouchers for ALL categories, by the end of February 2017. CALSTART has been selected to continue as the administrator for the California HVIP program for a sixth project year and will soon be under contract for the FY 2016-17 funding cycle, which will make these funds available. Thanks for working with ARB and CALSTART staff as we manage the huge demand coming into the project. CALSTART will continue to work hard with State of California officials to open up additional funds for hybrid, zero emission and low NOx engines.
