CALSTART takes great care to ensure the privacy of all website users and voucher applicants. Please familiarize yourself with our privacy policy, which explains what personal information is, and how we protect and share it.

Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project – (HVIP) Privacy Policy Effective March 24, 2022

In accordance with the Information Practices Act (Civ. Code § 1798 et seq.), this privacy policy states how your personal information may be used and who may have access to your information. By submitting your Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) application, you consent to HVIP Staff collecting any personal information submitted in your HVIP application forms. This information may include your social security number if you are a sole proprietor.   

By submitting your application, you consent to being contacted by CALSTART or Tetra Tech as the administrators of HVIP. These essential communications may include updates on the status of your application, or requests for follow-up information needed in order to process your application. HVIP staff may also notify you about future zero-emission vehicle (ZEV) or ZEV infrastructure funding opportunities. You will have the opportunity to opt-out of any notifications about future opportunities.  

All information on application forms is required in order to process incentive applications. The information provided on your application will only be used for the purposes of processing your incentive application. Any personal information will not be disclosed, made available, or otherwise used for purposes other than those specified, except with the consent of the subject of the information, or as authorized by law or a by a court. It is essential the HVIP team collect this information in order to process your incentive application. Your information will be housed in a secure cloud storage system accessible only by HVIP staff. You have the right to access this information at any time; such requests can be made by contacting the HVIP team at [email protected], or in writing to the address below.

What is personal information?

Personal information is defined in Civil Code section 1798.3 ( a ) as any information that is maintained by an agency that identifies or describes an individual, including, but not limited to, his or her name, social security number, physical description, home address, home telephone number, education, financial matters, and medical or employment history. It includes statements made by, or attributed to, the individual.

For the purposes of HVIP, we do not anticipate that many individuals will be submitting a voucher application or submitting personal information, however, if your application contains personal information as defined above, please identify it as such.

How do we collect information?

Through this website, we collect information when you contact us using the form here or, if you are a vendor, when you submit a voucher application. We also gain access to information through the supporting documentation that you submit to HVIP during the remainder of the voucher process. Depending on your application circumstances, we may require additional information from you by phone or e-mail.

How do we protect your information?

Our website is reviewed on a regular basis for security vulnerabilities. HVIP has security measures in place to protect against loss, misuse, unauthorized access, or alteration of the information that you have provided as part of the voucher application process. We follow practices consistent with federal guidelines to protect the information stored in our facility through a number of security measures, which include: restricting employee access to confidential or sensitive information, securing access to the area where this information is processed, and saving electronic files in a secure network location.

Do we use “cookies”?

No. We do not use cookies.

How do we share your information with other entities?

We do not sell, trade, or otherwise share your personally identifiable information with any third party that is not involved in the voucher application process. Information that you provide but that does not identify you personally may be included and aggregated with other consumers’ information for statistical reporting.
