Become an HVIP-Approved Dealer

Step 1

Complete Your HVIP Preregistration Form

Complete our HVIP Preregistration Formto get started. After you’ve filled out the form, you’ll receive an automated email detailing your next steps. To qualify, dealers must belong to one of six dealer eligibility categories (see page 60 of the Implementation Manual for more information).

Step 2

Review the Training Materials

Review all training materials and program requirements in our Dealer Resources hub.

Step 3

Complete Your Certification

Take the final steps listed below to earn your official HVIP dealer approval:

    • Access the HVIP Dealer Training Learning Hub (link provided after preregistration).
    • Pass the comprehensive quiz with 100% accuracy (up to three attempts).
    • Upload the required documents: W-9, dealer license, business license, and manufacturer authorization letter. Note: OEMs acting as dealers are not required to provide a manufacturer authorization letter.

Step 4

Get Your VPC Credentials and Start Processing Vouchers

Once your application is verified and approved:

    • You’ll be added to the HVIP Dealer Catalog.
    • You’ll receive your Voucher Processing Center (VPC) login credentials via email.
    • You can begin submitting voucher requests on behalf of your customers.

How the Voucher Process Works

Step 1: Find Your Customer Check current funding status for both Standard HVIP and specialized Set-Aside categories on our Funding Page. Step 2: Request Complete the voucher request form in your Voucher Processing Center when you have a valid purchase order.   Vehicle Catalog Step 3: Review The project administrator reviews your request, and both you and your customer sign the terms and conditions.   Dealer Catalog
Step 4: Complete Delivery Deliver the vehicle and complete the Redemption Checklist items.   Redemption Checklist Step 5: Get Paid Hit the road with lower operating costs, improved performance, and the satisfaction of supporting cleaner air for California.
Pro tip: Vouchers are valid for 18 months and must be renewed every 90 days once approved.
