The California Air Resources Board (CARB or Board) and California Energy Commission (CEC or Commission), invite you to participate in a public work group meeting to discuss the implementation of incentives for zero-emission public school buses and supporting infrastructure made available by Senate Bill 114 (Committee on Budget and Fiscal Review, Chapter 48, Statutes of 2023). SB 114 appropriated a total of $500,000,000 to the CARB and CEC for the 2023-2024 fiscal year to fund zero-emission school buses and supporting infrastructure through grants awarded to local educational agencies. CARB and CEC have named this appropriation “Zero-Emission School Bus and Infrastructure” (ZESBI) grants. At this work group meeting, staff will discuss available funding, priorities, proposed award timeline, and how to stay informed on future ZESBI developments. The presentation will be posted to the Low Carbon Transportation Investments and Air Quality Improvement Program website ahead of the meeting.

Background

SB 114

Senate Bill 114 (Committee on Budget and Fiscal Review, Chapter 48, Statutes of 2023), which amended Section 121 of Assembly Bill 181 (Committee on Budget, Chapter 52, Statutes of 2022), appropriated a total of $500,000,000 to the CARB and CEC for the 2023-2024 fiscal year to fund zero-emission school buses and supporting infrastructure through grants awarded to local educational agencies. The intent of the funding is to replace heavy-duty internal combustion school buses owned by local educational agencies with zero-emission school buses and support the transition by complementing vehicle investments with infrastructure funding. Of the $500,000,000, $375,000,000 in incentives will be awarded through CARB’s Clean Truck and Bus Voucher Incentive Project (HVIP) for zero-emission school buses and $125,000,000 will be awarded to local educational agencies through the CEC for zero-emission school bus charging or fueling infrastructure and related activities, including, but not limited to, charging or fueling stations, equipment, site design, construction, and related infrastructure upgrade. Funding for workforce development and training will also be available to grant awardees.

SB 114 notes legislative requirements for CARB and the CEC’s SB 114 funded programs. Legislative requirements and priorities will be discussed during the work group.

HVIP

The incentives for the procurement of zero-emission school buses for local educational agencies will be administered through HVIP. HVIP is the cornerstone of CARB’s advanced technology heavy-duty incentives, providing funding since 2010 to support the long-term transition to zero-emission trucks and buses. Staff will review updates to the Implementation Manual based off the Board-approved FY 2023-24 Funding Plan for Clean Transportation Incentives and discuss ideas for further implementation updates. Staff will also allocate time for participants to share feedback and additional ideas for implementation updates.

Background

The FY 2021-22 Funding Plan established ISEF as a set aside within the Clean Truck and Bus Voucher Incentive Project (HVIP). HVIP offers point-of-sale discounts for zero-emission trucks and buses statewide. HVIP is part of California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment, particularly in overburdened communities. These investments accelerate the transition to low carbon freight and passenger transportation with a priority on providing health and economic benefits to California’s most disadvantaged communities. Since its inception, over 60 percent of awarded HVIP funding has benefited disadvantaged and low-income communities.

The ISEF set-aside is designed to allocate vouchers towards small fleets (California companies with 20 or fewer vehicles operating in California and less than $15 million in annual revenue) including individual owner/operators making the transition to zero-emission vehicles. It is intended to pilot innovative mechanisms such as all-inclusive leases, peer-to-peer vehicle sharing, truck-as-a-service, assistance with infrastructure, and individual owner planning assistance, as well as other mechanisms.

The FY 2023-24 Funding Plan, approved by the Board on noviembre 17, 2023, allocated $14.3 million to ISEF.

Why go for it?

The EnergIIZE Hydrogen funding lane, funded by the California Energy Commission (CEC) and administered by CALSTART, offers the highest incentive funding cap of all EnergIIZE funding lanes. It covers 50-75% of eligible equipment and software costs up to $3 million (standard) or $4 million (Jump Start equity criteria).
Eligible items include, but are not limited to, compressors, chillers, liquid and gaseous hydrogen pumps and storage, electrolysis equipment, utility transformers (non-IOU service area), switch gear and circuit breaker panel, utility service upgrades (e.g. amperage upgrades to infrastructure site), liquid and gaseous hydrogen pumps and high-pressure storage, conduit, cabling, brakers, panels, transformers, switchgear, utility service upgrades and stub-outs, point-of-sale systems, piping and pipelines.
