Free, informational event for fleet managers and operators to learn about clean vehicle technology

The ZEV Tour Clean Fleet Experience is coming to a city near you. Fresno, CA is the next stop of a multi-city tour throughout California. Fleet operators and managers are welcome to join the California Air Resources Board (CARB) at a Lunch and Learn from 9:00 am to 1:00 pm on Agosto 6, 2024. Golden State Peterbilt is hosting CARB, local agencies, Pacific Gas & Electric, and Air Districts who will provide insight, education, and resources. Each event will provide an opportunity to learn about alternative fuel vehicles, infrastructure & energy programs, CARB’s Advanced Clean Fleets Regulation, incentives & funding, and test drive the latest trucks.

The California Air Resources Board (CARB) invites you to participate in a Webinar workgroup meeting on the Clean Truck and Bus Voucher Incentive Project (HVIP), Clean Off-Road Equipment Voucher Incentive Project (CORE), and Innovative Small E-Fleet Pilot Project (ISEF) as we develop polices for the fiscal year (FY) 2024-25 Funding Plan for Clean Transportation Incentives (Funding Plan). This meeting is an opportunity to provide input to CARB staff to define proposed policy changes, new implementation mechanisms, and eligibility criteria for the upcoming funding year. The workgroup will also include an update on the FY 2024-25 Long-Term Heavy-Duty Investment Strategy. The Strategy, built upon previous years’ work, is required under Senate Bill 1403, the California Clean Truck, Bus, and Off-Road Vehicle and Equipment Technology Program (Lara, Chapter 370, Statutes of 2018), and includes an update on school buses operating throughout the State. This document will be incorporated into the upcoming FY 2024-25 Funding Plan for Clean Transportation Incentives.

Background

California Climate Investments Low Carbon Transportation Funding: The Low Carbon Transportation program is part of California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy and improving public health and the environment, particularly in disadvantaged communities. CARB’s Low Carbon Transportation Program is designed to accelerate the transition to low carbon freight and passenger transportation with a priority on providing health and economic benefits to California’s most disadvantaged communities. The California Air Resources Board (CARB) invites you to participate in the second public workshop on the Fiscal Year (FY) 2024-25 Funding Plan for Clean Transportation Incentives (Funding Plan). The Draft FY 2024-25 Funding Plan will describe CARB’s proposed investments from the Air Quality Improvement Program (AQIP) funds. At this workshop, CARB staff will present information on the program level appropriations included in the State budget. A total of $34.94 million has been appropriated to the FY 2024-25 Funding Plan for Clean Transportation Incentives.

CARB staff anticipates releasing the Proposed FY 2024-25 Funding Plan in Octubre of 2024 for a 30-day public comment period prior to Board consideration.
The workshop agenda is now available online. The Draft Funding Plan will be posted approximately 10 days prior to the Agosto 29 workshop. Staff’s presentation will be posted prior to the workshop on the Low Carbon Transportation Incentives and AQIP Meetings and Workshops webpage.

This is the second in a series of public workshops and workgroup meetings that CARB staff will hold about the development of the FY 2024-25 Funding Plan for Clean Transportation Incentives. CARB staff will discuss and seek input on the options for expending $34.94 million for AQIP from the Air Quality Improvement Fund in addition to holding discussions on potential refinements and policy recommendations for ongoing projects. CARB staff anticipates releasing the Proposed FY 2024-25 Funding Plan in Octubre 2024 for a 30 day public comment period prior to Board consideration.

Annual Funding Plan for Clean Transportation Incentives

The annual funding plan is each fiscal year's blueprint for spending funds from the Low Carbon Transportation Program, AQIP, and related funds appropriated to CARB in the current fiscal year's California State budget. The funding plan describes CARB’s policy drivers and vision for advanced technology mobile source investments, eligible project categories and criteria, project funding allocations, project implementation details, and the justification for these investments. Projects supported under the Funding Plan have included projects such as, but not limited to, financial assistance for lower-income Californians to purchase zero-emission vehicles (ZEV); community-directed mobility projects to improve transportation options while reducing air pollution, greenhouse gas emissions, and vehicle miles travelled; specialized small fleet support, and demonstrations of pre commercial heavy-duty equipment to accelerate market availability of zero-emissions options.

Low Carbon Transportation Funding

The Low Carbon Transportation program is part of the California Climate Investments. It is a statewide program that puts billions of Cap and Trade dollars to work to reduce greenhouse gas emissions, strengthen the economy and create jobs, and improve public health and the environment, particularly in overburdened communities. These investments accelerate the transition to low carbon freight and passenger transportation and prioritize health and economic benefits to California’s communities that are most in need. As of noviembre 2023, 85% of CARB’s Low Carbon Transportation funding has benefitted low-income and disadvantaged communities, including low-income households.

In 2013, the Legislature appropriated Greenhouse Gas Reduction Funds to CARB, which created the Low Carbon Transportation Investments Program. These investments support the continued reductions of emissions from freight and passenger transportation, with an emphasis on supporting priority populations. In 2021, the Governor and Legislature agreed upon a multi-year, multi-agency, 10-billion-dollar investment to reduce transportation emissions through zero-emission technology deployment. The ZEV package would culminate in $9.1 billion dollars of investments through FY 2027 28. CARB implements the ZEV package funding in close coordination with the California Energy Commission, California State Transportation Agency, and the Governor's Office of Business and Economic Development.

Air Quality Improvement Program

AQIP is a voluntary, mobile source incentive program. The focus of the program is to reduce criteria pollutant and diesel particulate emissions with concurrent reductions in greenhouse gas emissions. The Budget Act of 2024 includes funding for AQIP, which has recently provided funding for the Small Innovative E-Fleet Pilot and Clean Off-Road Equipment Voucher Incentive Projects.

The Innovative Small e-Fleet pilot program is open with new funding to support small fleets seeking alternative and flexible solutions in acquiring zero-emission commercial vehicles. ISEF uniquely allocates funds to provide innovative solutions for small fleets of 20 vehicles or less and is dedicated to the newest offerings including rentals, short term leases, flexible financing, as-a-service models and other innovative options.

A new ISEF appendix was released on junio 3rd, 2024, which details ISEF changes and updates. Interested fleets, dealers, and providers can view the latest ISEF Webinar recording here or browse the slides which provide an overview of ISEF. Additionally, CALSTART will be hosting an informative and interactive ISEF webinar on rentals. It will focus on how companies that offer leasing, rentals, and other innovative services may use ISEF. • Recent ISEF updates and changes effective junio 3, 2024:
  New requests placed on or after junio 3rd, 2024, will receive double the base voucher, and additional voucher modifiers will be calculated on the new double base.
  • Reminder: these voucher levels are the same for regular small fleet purchases in HVIP. ISEF should be requested for rentals, short-term leases, flexible financing, as-a-service models, or other innovative solutions. Both tracks receive the same voucher funding amount.
  • An Example: Class 8 truck that performs drayage operations and domiciled in a qualifying disadvantaged community (DAC).
    • Class 8 - $120,000 (base voucher) x 2 = $240,000 new ISEF base
    • Drayage - 25% modifier x $240,000 (new ISEF base) = $60,000
    • DAC - 15% x $240,000 (new ISEF base) = $36,000
    • Maximum voucher amount = $336,000 (The voucher is capped at 90% of vehicle MSRP).
• Specific buses, including student activity and youth buses, those utilized by daycares, and those utilized by retirement centers and similar organizations are eligible.
• Public agencies with 20 or fewer medium- and heavy-duty vehicles may now participate by using eligible Providers.
• The Provider cap has been increased to 30 vouchers (previously 20) in the first 90 days of funding opening- after which the cap is lifted.

Fleets are encouraged to browse the Provider directory and seek out a solution that best meets their needs. Interested providers and fleet rental companies that would like to participate within ISEF are encouraged to complete a Provider Eligibility Application or to contact one of our ISEF staff members at [email protected].

Small fleets needing assistance in choosing the right vehicle or ISEF provider are encouraged to reach out to Cal Fleet Advisor at [email protected] or visit their website and the team can answer any questions to better help understand options and the benefits in making the switch to zero-emission vehicles.

Fleet Operators and Managers are welcome to a ZEV Tour Lunch and Learn at Western Truck Center in West Sacramento, CA for a half-day event (9am to 1pm) on Agosto 27th, 2024. CARB, CALSTART, PG&E, and the Air District will be on hand to guide fleets with Vehicle and Infrastructure Incentives, Energy, and Regulations. Fleets can have their ACF Regulation questions answered.

This event is for Public and Private fleet operators of all sizes to assist with the transition to alternative fuel vehicles.
