On December 9, 2025, the California Air Resources Board (CARB) released an Addendum to the Fiscal Year 2024–25 Implementation Manual (IM). The addendum includes important program changes that may impact voucher eligibility and requirements.

ISEF Reopens October 21, 2025, for Small Fleets

The Innovative Small E-Fleet (ISEF) Set-Aside within the Clean Truck and Bus Voucher Incentive Project (HVIP) reopens on October 21st with $30.5 M in available incentives. 

With ISEF, small fleets (20 or fewer vehicles and under $15 million annual revenue) can access enhanced vouchers for zero-emission vehicle rentals, leases, truck-sharing, and other flexible agreements.

CARB has released Appendix F of the Fiscal Year 2024-25 Implementation Manual, detailing all program updates that take effect on September 22, 2025.

Key Changes

  • Enhanced Voucher Levels: New small business voucher amounts take effect on September 22, 2025, for all requests.
  • Purchase Plus: (Available when HVIP is closed) Combine straight purchases with pre-approved additional services. Services must be approved by CARB and the ISEF administrator before submitting requests.
  • Residential Domicile: Small fleets using residential addresses must submit a commercial use letter to [email protected] with their voucher requests.
  • Voucher Limits: Fleets may request up to five ISEF innovative vouchers per funding cycle, while Purchase Plus vouchers are limited to five per fleet (all-time total, not annually).
  • Proof of Business Standing: Small fleet participants are required to be registered with the California Secretary of State for at least one year prior to voucher request. Alternate proof of business standing can be provided on a case-by-case basis, except under the Purchase Plus solution – which will follow HVIP straight purchase requirements.

On August 14, 2025, CARB released the Fiscal Year 2024-25 Implementation Manual (IM), which details important updates.

HVIP Appendix H for the 2025 Public Transit Bus Set-Aside Now Available

The Clean Truck and Bus Voucher Incentive Project (HVIP) has published Appendix H of the FY 24-25 Implementation Manual (IM), which details participation requirements for the 2025 Transit Set-Aside.

On September 9, 2025, at 9:00 AM PT, Standard HVIP will open to new voucher requests. Though Transit Set-Aside funds have been fully subscribed, HVIP will continue to allow Standard HVIP voucher requests for all Transit eligible applications. When transit vouchers are funded by Standard HVIP, due to fully subscribed Transit Set-Aside funds, these transit vouchers will adhere to the rules and requirements of Appendix H. The “Public Transit Bus Voucher” amounts in Table 4 of the IM are available to Appendix H-eligible voucher requests only.

About the Transit Set-Aside: The HVIP Transit Set-Aside provides funding for transit agencies subject to Innovative Clean Transit (ICT) program requirements. Funds enable the purchase of HVIP-eligible transit buses when the collective statewide total purchase exceeds certain program requirement targets. California Native American tribal governments requesting transit bus vouchers are also eligible for the Transit Set-Aside.


HVIP FY24-25 Implementation Manual Now Available

The Clean Truck and Bus Voucher Incentive Project (HVIP) will reopen for voucher request submissions on Tuesday, September 9, 2025 at 9:00 AM PT.

Key changes in the FY 2024–25 IM:

  • Simplified voucher tables

  • Streamlined compliance requirements

Additionally, drayage truck incentives are available through the Port of Los Angeles and Port of Long Beach’s Port Plus-Up for eligible purchasers.

Innovative Small E-Fleet Pilot Project (ISEF) is Closed

ISEF will reopen with approximately $15 million upon the release of an updated Implementation Manual planned for August 2025

The California Air Resources Board (CARB) is announcing the temporary closure of the Innovative Small E-Fleet Pilot Project (ISEF) due the exhaustion of funds driven by high demand. ISEF is planned to reopen in mid-August 2025, following the release of an updated Implementation Manual and system processing updates.

ISEF will reopen with nearly $15M million in previously approved funding, allocated through the Air Quality Improvement Program as part of the Fiscal Year 2024-2025 Funding Plan for Clean Transportation Incentives.

Drayage Truck Funding from Ports of Los Angeles and Long Beach Still Available to Stack with HVIP

Starting Tuesday, November 14, 2023, at 10 a.m. Pacific, the Clean Truck and Bus Voucher Incentive Project (HVIP) made $60 million provided by the Ports available for voucher requests for zero-emission Class 8 tractors performing drayage operations at the Ports of Los Angeles and Long Beach.

Voucher enhancements funded by the Ports are $100,000 per truck for fleets size 20 and smaller and $75,000 for fleets larger than 20, additional to the HVIP drayage voucher amount of $150,000 per truck and any other applicable HVIP voucher enhancements listed on californiahvip.org/funding. Purchaser qualifications are as defined in the HVIP Implementation Manual. Please note that the $100,000 amount was previously cited as being available for fleets size 10 and smaller. The HVIP team is working with all affected dealers and purchasers regarding updating affected vouchers to ensure the higher amount is provided for those size 20 and smaller. HVIP’s fleet size definition can be found in the FAQs at www.californiahvip.org/about.

Funding is made available through the Ports' Clean Truck Funds and administered by CALSTART on a first-come, first-served basis through the existing HVIP voucher request process and online Voucher Processing Center. Voucher requests will follow HVIP requirements, including the eligible trucks and dealers listed at californiahvip.org.

Additionally, all existing eligible unredeemed HVIP drayage truck vouchers that meet the Ports’ requirements will receive the same additional funds of $75,000 or $100,000 added to their HVIP voucher. Outreach to individual dealers and purchasers is already underway regarding this increase as additional actions are required to apply Port Clean Truck Funds to existing vouchers.

If you have questions about the status of your existing unredeemed voucher, please reach out to [email protected]. In cases where a voucher is for a truck(s) that will serve both Ports, the voucher will be funded by the Port that is designated as being served most frequently.

Purchasers must agree to the following additional requirements to receive Ports funding:

  • Provide drayage service to the San Pedro Bay port complex by making at least 50 trips per year for three years after the date of voucher redemption, including at least 25 trips to the Port providing the voucher enhancement. A trip is defined as a single loaded gate entry to a port terminal.
  • ​​​​​​Register the truck into the San Pedro Bay ports’ Port Drayage Truck Registry (PDTR) and comply with the PDTR’s insurance requirements.
  • Remain registered in the PDTR for three years after the date of voucher redemption.
  • Begin to use the truck in drayage service to the Ports no later than 60 days after taking delivery.
  • Other details are provided in the HVIP voucher request and Terms and Conditions form.

For drayage purchasers who don’t meet these requirements – and for other types of vehicles – funds are still available through standard HVIP and other HVIP categories, including over $100 million in drayage truck set-aside funds. Updates about available funds are provided daily at californiahvip.org/funding.

Please note: The remaining Drayage Truck Funding from the Ports of Los Angeles and Long Beach is reserved for new voucher request submissions. After extensive outreach, the window to plus up existing vouchers in queue that have not yet been delivered closed on March 1, 2024.
