HVIP FY24-25 Implementation Manual Now Available
The Clean Truck and Bus Voucher Incentive Project (HVIP) will reopen for voucher request submissions on Tuesday, September 9, 2025 at 9:00 AM PT.
To support this funding cycle, the California Air Resources Board (CARB) has released the Fiscal Year 2024–25 Implementation Manual (IM), which takes effect August 14, 2025. The updated IM includes important program changes that may impact voucher eligibility and requirements.
Key changes in the FY 2024–25 IM:
- Simplified voucher tables
- Expanded fleet and program eligibility (large fleets are now eligible)
- Increased truck conversion incentives
- Streamlined compliance requirements
Additionally, drayage truck incentives are available through the Port of Los Angeles and Port of Long Beach’s Port Plus-Up for eligible purchasers.

Funding is available across multiple vehicle categories. Voucher requests are processed on a first-come, first-served basis until funds are fully subscribed. Dealers and purchasers should review the updated IM to ensure all requirements are met before submitting a request.
