The California Air Resources Board (CARB) invites you to participate in a work group meeting to discuss the Hybrid and Zero Emission Truck and Bus Voucher Incentive Project (HVIP). At this work group meeting, staff will present potential changes under consideration to the HVIP project including; expanded funding options for zero-emission school bus fleets, transit fleets, and drayage fleets, additional support for small fleets, as well as new vehicle eligibility requirements for Zero Emission Powertrain Certification (ZEP-Cert). Staff will also discuss potential funding considerations related to upcoming regulations. The meeting agenda will be posted to the Low Carbon Transportation Investments and Air Quality Improvement Program website ahead of the meeting.

The Strategy, built upon previous years’ work, is required under Senate Bill 1403, the California Clean Truck, Bus, and Off Road Vehicle and Equipment Technology Program (Lara, Chapter 370, Statutes of 2018), and includes an update on school buses operating throughout the State. This document will be incorporated into the upcoming FY 2021-22 Funding Plan for Clean Transportation Incentives. The meeting agenda is available, and if there are handouts, they will be posted to the program website ahead of the meeting.

California Climate Investments is excited to announce the Funding for Tribal Governments webinar to be held on July 27, 2021 from 1:30 to 3:00 p.m. PST. The webinar will focus on funding opportunities available to Tribal Governments and will present ways to provide input on program efforts and priorities.

The Funding for Tribal Governments webinar will include two sessions. Attendees are invited to attend one or both sessions, according to their needs and interests:

• 1:30 to 2:30 p.m. PST: Learn about current & upcoming funding opportunities available to Tribal Governments and hear from two grantees on their experience and lessons learned.
• 2:30 to 3:00 p.m. PST: Learn about ways to provide input on California Climate Investments program efforts & priorities, with a focus on development of the Fourth Investment Plan.

The FY 2021-22 Funding Plan will describe CARB’s proposed investments from the Zero-Emission Vehicle (ZEV) Package and Air Quality Improvement Program included in the State budget. Combined, the FY 2021-22 budget includes over $1.5 billion to accelerate the equitable transition to zero-emission transportation. This is the second public workshop in a series of workshops and work group meetings on development of the FY 2021-22 Funding Plan. Staff will discuss and seek input on the options for expending the over $1.5 billion in ZEV Package funding appropriated to CARB from the Cap-and-Trade Auction Proceeds (California Climate Investments Low Carbon Transportation Funding), California’s General Fund, and Air Pollution Control Fund. These funds include $525 million to support the Clean Vehicle Rebate Project (CVRP), $150 million to support clean transportation equity projects, and $815 million for clean trucks, buses, and off-road equipment, as well as the $28.64 million for the Air Quality Improvement Program. Staff will also present and request input on potential refinements and policy recommendations for ongoing projects.

The workshop agenda is now available. A presentation and a discussion document outlining staffs’ initial proposals on project categories, funding allocations, and project criteria for this funding will also be posted prior to the workshop on CARB’s Low Carbon Transportation/AQIP website.
