Innovative Small E-Fleet (ISEF) Pilot Project


The Innovative Small E-Fleet (ISEF) Pilot Set-Aside supports small fleets and owner-operators in adopting zero-emission vehicles through flexible solutions like all-inclusive leases, rentals, truck-as-a-service, and other creative business models. The project helps small fleets overcome barriers, such as high upfront costs and infrastructure challenges, while supporting California’s clean transportation goals.

How ISEF Works

ISEF operates as a three-party transaction involving the HVIP-approved dealer, approved Provider, and the small fleet. The dealer submits voucher requests on behalf of the Provider for the small fleet, coordinating vehicle delivery to ensure seamless access to zero-emission technology.

Small Fleet Eligibility Requirements

Eligible small fleets:

California-based independent owner-operators, private fleets, non-profits, and public fleets

Twenty or fewer vehicles

Less than $15 million in annual revenue (public fleets and non-profits exempt from revenue limit)

Note: Small fleets looking to purchase an HVIP-eligible vehicle outright should work through an HVIP-approved dealer to participate in Standard HVIP.

    • All-inclusive leases: Complete vehicle packages with maintenance and support.
    • Peer-to-peer truck sharing: Access vehicles through sharing networks.
    • Truck-as-a-service: Pay-per-use models with full-service support.
    • Short-term rentals: Flexible rental periods for seasonal or project-based needs.
    • Other innovative solutions: Custom arrangements to meet unique operational requirements.

Small Fleets: How to Participate

    • Check funding availability: Verify current ISEF funding status on our Funding page.
    • Select your provider: Choose an HVIP-approved provider from the ISEF Provider Directory who offers solutions that meet your operational needs. Need help finding the right fit? Contact [email protected].
    • Execute agreements: The dealer and provider sign a purchase agreement to comply with program terms and conditions.
    • Submit and process voucher: The dealer submits the voucher request through the Voucher Processing Center on behalf of the small fleet and provider.
    • Receive vehicle and complete redemption: Once the vehicle is delivered, the dealer completes the voucher redemption process in coordination with all parties.
