The California Air Resources Board (CARB) hosts a series of monthly evening community meetings on the third Tuesday of most months to discuss their plans for funding clean transportation. These meetings have focused on the Clean Transportation Incentives Funding Plan (Funding Plan) Development Process which explains how CARB will spend money on projects related to zero-emission vehicles (ZEV) and improving air quality. Since the Funding Plan is generally developed between May and November, CARB staff will still hold monthly evening community meetings outside of the Funding Plan process to provide updates on incentive project implementation, other CARB initiatives, as well as to provide a forum for community members to express their thoughts, concerns, and suggestions.

During this meeting, CARB staff will give a summary of the most recent daytime workgroup meetings and discuss the implementation status of incentive projects such as the Fiscal Year 2023-24 Clean Off-Road Equipment Voucher Incentive Project (CORE), the Fiscal Year 2023-24 policy for the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP), and Senate Bill 114 Funding Available for Zero-Emission School Buses and Infrastructure. There will also be two short presentations on other topics which will include an Introduction to Conversation’s with CARB’s Executive Office, and an overview of April’s Clean Transportation Equity Incentives Symposium. CARB has also invited the Zero Emission Regulation Section to present Amendments to California’s Clean Car Regulations in effort to help communities learn about and provide input on amendments to CARB's Advanced Clean Cars program, including new regulations to reduce greenhouse gas pollution from passenger cars and trucks and a new window sticker for zero-emission vehicles. Purpose of the Workgroup

CARB staff hosts evening community meetings related to the Funding Plan and project implementation updates for various CARB initiatives. Furthermore, CARB staff offer this platform to listen to community voices on their clean transportation needs.

Background

The Annual Funding Plan for Clean Transportation Incentives is a detailed outline of how money will be spent on programs related to low carbon transportation and air quality. This plan is created each fiscal year to guide the allocation of funds appropriated to CARB through the State budget and includes information on CARB's goals and strategies for investing in clean technology. Although the Funding Plan is generally developed between May and November, CARB staff would like to continue to hold monthly evening community meetings outside of the Funding Plan process to provide updates on other CARB initiatives as well as a forum for community members to express their thoughts, concerns, and suggestions.

Join the California Air Resources Board’s (CARB) free Next-Stop Event Series to hear presentations and participate in interactive roundtable discussions by manufacturers, incentive and funding program representatives, CARB staff, various other subject matter experts, and real-world fleets leading the way in medium- and heavy-duty zero-emission vehicles. CALSTART Deputy Director Niki Okuk will moderate the Utilities and Planning panel, and Cal Fleet Advisor Program Manager Brian Rand will speak on a panel with representatives from Southern California Edison and the Governor’s Office of Business and Economic Development.

The California Air Resources Board (CARB), CALSTART, and the Fresno State's Water, Energy, and Technology (WET) Center cordially welcome everyone to participate in the next Future of Food Tour event, the Fresno ZE Showcase. Attendance is free.

This zero-emission vehicle and equipment showcase will bring together San Joaquin Valley farmers of all sizes, industry leaders, students, community partners and local stakeholders to learn more about the clean technology that is helping create a more sustainable farming future. Clean trucks will be on display, as will zero-emission farming equipment.

Staff will be on hand to share information about helping Californians buy clean trucks, vans buses, and off-road equipment. These projects include California HVIP; California CORE, assisting with purchases of clean off-road equipment, such as forklifts and tractors; Energiize, which assists with charging and fueling infrastructure; and Cal Fleet Advisor, a free service offering trained transportation professionals to help buyers navigate various aspects of switching to zero-emission vehicles, including selecting the right sized trucks and/or buses, how best to fuel or charge those vehicles and how to navigate various projects supporting the adoption of clean vehicles and equipment.
