Implementation Workgroup Meeting: Fiscal Year 2026-27 Clean Truck and Bus Voucher Incentive Project (HVIP) and Long-Term Heavy-Duty Investment Strategy

The California Air Resources Board (CARB) invites you to a workgroup for CARB staff to present and discuss implementation topics for the upcoming Fiscal Year (FY) 2026-27 HVIP Implementation Manual (IM) as well as the development of the FY 2026-27 Long-Term Heavy-Duty Investment Strategy. The meeting agenda will be posted to the Low Carbon Transportation Investments and Air Quality Improvement Program website ahead of the meeting.

Background
California Climate Investments and Low Carbon Transportation Funding
The Low Carbon Transportation program is part of California Climate Investments, a statewide program that puts billions of Cap-and-Invest dollars to work reducing greenhouse gas emissions, strengthening the economy and improving public health and the environment, particularly in disadvantaged communities. CARB’s Low Carbon Transportation Program is designed to accelerate the transition to low carbon freight and passenger transportation with a priority on providing health and economic benefits to California’s most disadvantaged communities. These investments also reduce ozone precursor emissions and toxic diesel particulate emissions, supporting the State’s goals in these areas.
The Air Quality Improvement Program (AQIP) was established by the California Alternative and Renewable Fuel, Vehicle Technology, Clean Air, and Carbon Reduction Act of 2007 (AB 118, Statutes of 2007, Chapter 750). Each year, the legislature appropriates funding to CARB for these incentives to reduce emissions and support advanced technology demonstrations and deployments.
Long-Term Heavy-Duty Investment Strategy
This document, built upon previous years’ work, provides a three-year roadmap for Low Carbon Transportation and Air Quality Improvement Program (AQIP) incentives (collectively known as Clean Transportation Incentives), specific to the heavy-duty (HD) transportation sector, to help achieve the State’s climate and air quality goals. The Strategy, required under Senate Bill 1403 (Lara, Chapter 370, Statutes of 2018), identifies priority focus areas and recommended levels of incentive funding and includes an update on school buses operating throughout the State.
