Advanced Clean Fleets Regulation Factsheets and Compliance Planning Tool Available
At their April 28, 2023, meeting, the California Air Resources Board (CARB) approved the adoption of the Advanced Clean Fleets (ACF) Regulation, the latest of a series of truck regulations aimed at driving the commercialization of zero-emission vehicles in fleets that are best suited to make the transition. CARB is committed to the successful implementation of the ACF Regulation.
To assist in this effort, CARB staff have developed several factsheets that provide overviews of the Advanced Clean Fleets Regulation, the High Priority and Federal Fleets Requirements, the State and Local Government Agency Fleet Requirements, the Drayage Truck Requirements, and the ZEV Milestones Option. Several more factsheets are in development and will be available soon, providing additional compliance assistance as well as information on regulatory exemptions and how to apply for those exemptions. All factsheets will be posted on the Advanced Clean Fleets Factsheets page, and will be available in English, Spanish, and Punjabi.
In addition to these factsheets, CARB staff have developed a fleet calculator - a compliance planning tool for those fleet owners complying with the Model Year Schedule or the ZEV Milestones Option. With this tool, fleet owners can project the number of zero-emissions vehicles needed to comply with the High Priority Fleet Model Year Schedule or the ZEV Milestones Option.

Background
The ACF Regulation is part of a comprehensive strategy to achieve a zero-emissions truck and bus fleet by 2045 everywhere feasible, and significantly earlier for market segments such as last-mile delivery, public fleets, and drayage applications.
Achieving California’s long-term air quality, climate, and public health goals will require a transition from the conventional combustion technologies to zero-emissions everywhere feasible and near-zero-emissions powered by clean, low-carbon renewable fuels everywhere else. Promoting the development and use of zero-emissions trucks will contribute to the goals set by the Governor’s Executive Order N-79-20 and the Sustainable Freight Action Plan, and will help achieve emissions reductions as outlined in the State Implementation Plan, Senate Bill (SB) 350 (de León, Chapter 547, Statutes of 2015), Assembly Bill 32 (Nuñez, Chapter 488, Statutes of 2006), and SB 32 (Pavley, Chapter 249, Statutes of 2016), and Assembly Bill 1279. This effort is part of a broader strategy to increase clean, affordable transportation options such as zero-emissions technologies, innovative methods to improve freight activity, and efficiency of transportation systems in California.

Advanced Clean Fleets Regulation Implementation Workgroup Formation
This is a follow-up to the Truck Regulation Working Group Kick-off Meeting that was held on August 22, 2023. The California Air Resources Board (CARB) invites you to complete a survey to solicit your interest in becoming an active member in the Truck Regulations Implementation Group. This is a planned series of quarterly public workgroups to provide input and help coordinate efforts related to outreach, training, and implementation strategies for the Advanced Clean Fleets (ACF) regulation. CARB is committed to the successful implementation of the ACF Regulation.
Your survey responses will be used by CARB staff to establish robust panels for the following four main topic areas:
• Outreach
• Infrastructure
• Border Communities
• Rule Provisions
The survey will be used to identify and select active members that would be panelists in a series of quarterly virtual workgroup meetings. The purpose of the workgroups is to improve efforts to inform stakeholders and identify best practices for implementing the Regulation by facilitating constructive, open dialogue. The meetings will be open to the public, recorded and posted online. Active members will be expected to review meeting summaries and engage in constructive dialogue in all quarterly scheduled meetings.
Please complete the survey if you are interested in becoming an active member. The survey will close at 5 p.m. on September 29, 2023. CARB staff will sort interested panelists into appropriate workgroups to ensure diverse representation of affected stakeholders.

CARB Launches New Program to Help Truck Owner-Operators Transition to Zero-Emissions Vehicles
SACRAMENTO – The California Air Resources Board (CARB) and transportation nonprofit CALSTART recently launched Cal Fleet Advisor, a free assistance program to help owners and operators of medium- and heavy-duty vehicles and fleets make the transition to zero-emissions. Applications for the program are now being accepted.
In April, CARB approved the Advanced Clean Fleets rule, which puts in place a phased-in transition to accomplish Gov. Gavin Newsom’s goal of fully transitioning the trucks that travel across the state to zero-emissions technology by 2045. Under the new rule, some vehicle types where zero-emissions technology is currently available must start the transition by 2024. Other vehicle types have later deadlines and options to transition a percentage of their fleets to meet required zero-emissions milestones. Cal Fleet Advisor was launched to provide personalized guidance in understanding and meeting the requirements, including getting information about funding and other assistance that will be made available. Participants in Cal Fleet Advisor will receive assistance through an assigned program expert that will serve as a single point of contact for questions and needs, including an individualized action plan that will provide information about approved technology and funding options for fleet owners and single operators.
"The transition to zero-emissions transportation – and to cleaner air – means working collaboratively with the owners and operators who provide a critical service to California’s economy by transporting goods across the state,” said CARB Chair Liane Randolph. “Cal Fleet Advisor is an example of the innovative outreach and assistance that California has committed to provide to make a zero-emissions future a reality.”
The program will prioritize smaller businesses and independent owner-operators, with a focus on disadvantaged communities that often have challenges accessing government assistance programs. Drayage owner-operators are encouraged to apply, as the requirements for their transition toward zero emissions start in 2024. Other services provided will include document tracking assistance and liaison support as needed.
