?Refers to any vehicle that produces no emissions when stationary or operating. Battery electric-powered vehicle technologies have been proven to emit zero emissions when powering medium and heavy-duty vehicles and therefore are eligible for HVIP. Effective 1/1/23, voucher amounts will be adjusted according to the table below. California Native American Tribal Governments and 501(c)(3) nonprofits are exempt from the reductions. Additionally, purchases of fuel cell vehicles are not subject to the reductions.

A bulk purchase is required for private fleets size larger than 500, effective 1/1/23. Bulk purchases are not required for fuel cell vehicles; they can be purchased in any quantity. Also, 501(c)(3) nonprofits are exempt from the bulk purchase requirement. See more details at californiahvip.org/funding.

*The +100% base adjustment for public and nonprofit fleets with 20 or fewer vehicles above 8,500 lbs. and for private fleets with 20 or fewer vehicles above 8,500 lbs. & less than $15 million annual revenue is available in Standard HVIP, the Drayage Truck Set-Aside, and the Public Transit Set-Aside for any HVIP-eligible vehicles.

Voucher base adjustments will be applied first and will compound with other modifiers.
