Effective 1/1/23, voucher amounts will be adjusted according to the table below. California Native American Tribal Governments and 501(c)(3) nonprofits are exempt from the reductions. Additionally, purchases of fuel cell vehicles are not subject to the reductions. Requests from fleets larger than 100 submitted between 1/1/23 and 4/3/23 will not progress to the status of ‘Accepted Pending Signed Forms’ in the online Voucher Processing Center until on or after 4/3/23, to allow for the release of the new Implementation Manual, dealer training, and VPC system upgrades.

Also, a bulk purchase is required for private fleets size larger than 500, effective 1/1/23. Bulk purchases are not required for fuel cell vehicles; they can be purchased in any quantity. Also, 501(c)(3) nonprofits are exempt from the bulk purchase requirement. See more details at www.californiahvip.org/funding.

Voucher Adjustment Type Voucher Adjustment Base Amount
Public and Private fleets with 10 or fewer medium- and heavy-duty vehicles +15%
Public fleets with 11 or more medium- and heavy-duty vehicles 0%
Private fleets with between 11 and 100 medium- and heavy-duty vehicles 0%
Private fleets with between 101 and 500 medium-and heavy-duty vehicles -20%
Private fleets with more than 500 medium- and heavy-duty vehicles -50%

Voucher requests before 4/3/23 will not progress to the status of “Funded” in the VPC until on or after April 3, 2023, to allow for the release of a new Implementation Manual, dealer training, and necessary system updates.
