About HVIP
The California Air Resources Board (CARB), in partnership with CALSTART, a nonprofit organization, launched the Clean Truck and Bus Voucher Incentive Project (HVIP) in 2009 to accelerate the adoption and commercialization of cleaner, quieter, and more efficient trucks and buses. In most cases, HVIP provides point-of-sale incentives and are deducted from the agreed-upon purchase price. HVIP plays a crucial role in the deployment of zero-emissions technologies and is the earliest model in the U.S. to demonstrate the function, flexibility, and effectiveness of first-come first-served incentives that reduce the cost of commercial vehicles. There are multiple funding categories available to interested purchasers and funding availability is updated daily.
Cal Fleet Advisor
Cal Fleet Advisor is a no-cost one-to-one service that has helped over 500 companies in California with their shifts to zero-emissions trucks, buses, and vans. Cal Fleet Advisor offers fleets information about zero-emissions vehicles, cost savings, better understanding of incentives, and finding the best options for fleets of all types and sizes. Innovative Small E-Fleet
The Innovative Small e-Fleet Program (ISEF) is a set-aside with the Clean Truck and Bus Voucher Incentive Project (HVIP) designed to support small fleets and individual owner-operators in making the switch to zero-emissions vehicles. The goal is to offer a simple and low-cost solution for deploying zero-emissions vehicles to California companies with small fleets who seek to solve the unique challenges they’re faced with through innovative solutions. ISEF aims to assist these fleets in making the switch to zero-emissions trucks by offering increased funding for flexible leases, short-term rentals, vehicles-as-a-service, subscription services or other mechanisms such as owner planning assistance.
Drayage Funding
HVIP’s Drayage Truck Set-Aside is available for drayage owner-operators and companies in California to purchase zero-emissions Class 8 tractors performing drayage operations. Purchasers may qualify for incentives up to $120,000 to purchase eligible vehicles, plus an “Early Adopter” modifier of +25% determined by the base incentive amount.
Additionally, the Ports of Long Beach and Los Angeles offer designated funds to help drayage operators serving those ports buy zero-emissions drayage tractors. These funds can be combined with the Drayage Truck Set-Aside or Standard HVIP funds for even larger incentives. Fleets of 20 or less may qualify for a $100,000 per truck incentive, and fleets with 21 trucks or more may qualify for a $75,000 per truck incentive.
Standard HVIP Funding
HVIP offers significant incentives supporting the purchase of medium- and heavy-duty zero-emissions trucks and buses. Standard HVIP is available to all eligible vehicles in our catalog. Purchasers select a truck or bus from the online HVIP catalog and negotiate price with an approved dealer, and the approved incentives are deducted from the price of the zero-emissions truck (ZET) or zero-emissions bus (ZEB) upon delivery. Funding amounts are determined by many factors such as fleet size, vehicle type, and technology type. Beginning January 1, 2025, fleets with 50 MHDs or more may not qualify for HVIP incentives.
