HVIP Funds Remain Available!

The Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) has over $500 million available now to support the purchase or lease of zero-emission trucks and buses in California. Fleets are encouraged to connect with an HVIP-eligible dealer to start the process by visiting californiahvip.org/purchasers. A variety of technical assistance opportunities are also available.

Small and Public Fleet Reserve / Drayage Reserve

HVIP funding is currently available for fleets of all sizes. Per the FY 22-23 Funding Plan for Clean Transportation Incentives, 70 percent of HVIP Standard and the Drayage set-aside funding was reserved for public fleets and for private fleets size 100 or smaller. The Reserve only applies to the FY 22-23 allocation – Remaining FY 21-22 funds are available for fleets of all sizes.

Because more than $100 million remains in the reserve for both of these funding types, on July 1, 2023, staff released 30 percent of the remaining funding to private fleets with more than 100 vehicles. This is $75 million in Standard funds and $44 million in Drayage Set-Aside funds. Voucher requests will continue as normal; the Reserve has no impact on the voucher request process, and dealers should continue to request vouchers as normal. The HVIP website continues to be updated regularly with available voucher funds. If funding remains in the Reserve on November 1, 2023, staff will open all remaining HVIP Standard and Drayage set-aside funding to private fleets with more than 100 vehicles.

ISEF and Public School Bus Set-Aside

Standard HVIP and set-aside funds for Transit, Drayage, and the Public School Bus Set-Aside are available now, and the Innovative Small E-Fleet (ISEF) program will open on August 30, 2023.
• The Public School Bus Set Aside provides higher voucher amounts than Standard HVIP for qualifying purchasers to replace older school buses in their fleets with new zero-emission options. A joint application with the EnergIIZE infrastructure program opened June 20.
• ISEF provides flexible financing options and higher incentives for trucking fleets with 20 or fewer trucks, and is set to open in August. For information, contact [email protected].

What’s Next

Development of the FY 2023-24 Funding Plan for Clean Transportation Incentives is now underway. Stakeholders are encouraged to participate in workgroups and other public engagement opportunities provided by the California Air Resources Board regarding HVIP and other funding programs. HVIP is part of California Climate Investments, a statewide initiative that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment — particularly in disadvantaged communities.
