The Innovative Small e-Fleet pilot program is open with new funding to support small fleets seeking alternative and flexible solutions in acquiring zero-emission commercial vehicles. ISEF uniquely allocates funds to provide innovative solutions for small fleets of 20 vehicles or less and is dedicated to the newest offerings including rentals, short term leases, flexible financing, as-a-service models and other innovative options.
A new ISEF appendix was released on June 3rd, 2024, which details ISEF changes and updates. Interested fleets, dealers, and providers can view the latest ISEF Webinar recording here or browse the slides which provide an overview of ISEF. Additionally, CALSTART will be hosting an informative and interactive ISEF webinar on rentals. It will focus on how companies that offer leasing, rentals, and other innovative services may use ISEF. - Recent ISEF updates and changes effective June 3, 2024:
New requests placed on or after June 3rd, 2024, will receive double the base voucher, and additional voucher modifiers will be calculated on the new double base.- Reminder: these voucher levels are the same for regular small fleet purchases in HVIP. ISEF should be requested for rentals, short-term leases, flexible financing, as-a-service models, or other innovative solutions. Both tracks receive the same voucher funding amount.
- An Example: Class 8 truck that performs drayage operations and domiciled in a qualifying disadvantaged community (DAC).
- Class 8 – $120,000 (base voucher) x 2 = $240,000 new ISEF base
- Drayage – 25% modifier x $240,000 (new ISEF base) = $60,000
- DAC – 15% x $240,000 (new ISEF base) = $36,000
- Maximum voucher amount = $336,000 (The voucher is capped at 90% of vehicle MSRP).
- Specific buses, including student activity and youth buses, those utilized by daycares, and those utilized by retirement centers and similar organizations are eligible.
- Public agencies with 20 or fewer medium- and heavy-duty vehicles may now participate by using eligible Providers.
- The Provider cap has been increased to 30 vouchers (previously 20) in the first 90 days of funding opening- after which the cap is lifted.
Fleets are encouraged to browse the Provider directory and seek out a solution that best meets their needs. Interested providers and fleet rental companies that would like to participate within ISEF are encouraged to complete a Provider Eligibility Application or to contact one of our ISEF staff members at [email protected].
