SUMMARY:Public Workshop on the FY2023-24 Funding Plan for Clean Transportation Incentives (6/8/2023)
DESCRIPTION:The California Air Resources Board (CARB or Board) invites you to participate in the first public workshop on the Fiscal Year (FY) 2023-24 Funding Plan for Clean Transportation Incentives. The FY 2023-24 Funding Plan will describe CARB’s proposed investments from the Zero-Emission Vehicle (ZEV) funding package for Low Carbon Transportation Investments\, as well as Air Quality Improvement Program (AQIP) funds. At this workshop\, CARB staff will present information on the program level appropriations included in the May revision to the Governor’s proposed budget. The May revision to the Governor’s proposed 2023 state budget maintains $8.9 billion in investments to the state’s ZEV agenda\, ranging from cleaning up short-haul trucks and school buses to accelerating equitable electrification of passenger vehicles. This includes targeted investments in disadvantaged and low-income communities by increasing access to the benefits of clean transportation and by continuing to decarbonize California’s transportation sector and improving public health. The May Revision shifts $632 million General Fund over three years to the Greenhouse Gas Reduction Fund. \nThe work group meeting will be held via a Zoom webinar on the following date and time: \nDate: Thursday\, June 8\, 2023\nTime: 10:00 a.m. – 3:00 p.m.\nLocation: Webinar/Teleconference \nPlease register for the Clean Transportation Incentives Funding Plan Workshop Webinar. Please consult the public agenda for important details. \nBackground\nIn December 2018\, the Board adopted the ICT regulation that requires California transit agencies to phase in the purchase of zero-emission buses (ZEBs) with a goal of a full transition to zero-emission technologies by 2040. It is a first-of-its-kind regulation in the United States that sets a statewide goal for public transit agencies to gradually transition to 100 percent ZEB fleets. \nTransit agencies have always and will continue to play an important role in benefiting local communities\, improving the State’s air quality\, and mitigating climate change\, through deploying the cleanest technologies. To date\, more than 50 transit agencies in California have made ZEB purchases. As ZEB technologies advance\, a focus on continued improvements in ZEB performance and reduction in costs\, along with continuing innovation in transit agency practices\, will further assist a smooth transition.\nAs directed by Resolution 18-60\, staff will provide the Board with an update on the ICT regulation\, along with a comprehensive review of the program readiness\, before the initiation of ZEB purchase requirements under the ICT regulation. The review will identify the status of ZEB technology to help determine ICT program readiness for 2023; it will also help the State design policies to further advance zero-emission technologies and inform funding strategies related to zero-emission vehicles and infrastructure. CARB has contracted with the National Renewable Energy Laboratory (NREL) and University of California Berkeley to conduct the Comprehensive Review. The Review will focus on standard buses\, large transit agencies\, and an assessment of meeting the first ICT regulation purchase requirements. \nInquiries regarding this matter should be directed to Yachun Chow\, Manager\, Zero Emission Truck and Bus Section. \nCARB staff and NREL will present the Comprehensive Review as a written report at the meeting. DESCRIPTION:The California Air Resources Board (CARB or Board) invites you to participate in the second public workshop on the Fiscal Year (FY) 2022-23 Funding Plan for Clean Transportation Incentives. The Draft FY 2022-23 Funding Plan will describe CARB’s portion of the multi-agency zero-emission vehicle (ZEV) package\, as a part of the May revision to the Governor’s proposed 2022 State budget. The May revision to the Governor’s proposed budget includes a total of $6.1 billion over multiple years through FY 2025-26 to accelerate ZEV transportation\, with a focus on the communities most impacted by pollution. This proposal builds upon the $3.9 billion multi-year commitment to ZEV acceleration approved in the 2021 Budget\, for a total investment to $10 billion over 5 years to decarbonize California’s most polluting sector and improve public health. This funding will be administered by CARB\, the California Energy Commission\, the California State Transportation Agency\, and Go-Biz. \nIn the Legislative version of the FY 2022-23 State Budget released in June 2022\, the Legislature stated that it would approve the total new ZEV funding level of $6.1 billion proposed by the Governor\, but it would defer considering the detailed program level appropriations until later in the 2022 Legislative session. Because the Legislature has not yet released its detailed proposal for program level appropriations\, CARB staff will present the program level appropriations included in the May revision to the Governor’s proposed budget. This includes approximately $1.84 billion for Clean Transportation Incentives\, which is comprised of funding that the Governor has proposed to accelerate into FY 2021-22 and funding for FY 2022-23. This event will feature speakers\, vehicles\, and vendor tables to help transit agencies\, school districts\, and coach operations advance their plans to integrate zero-emission technologies into their fleets. CARB representatives will be on hand to provide an update on the Innovative Clean Transit (ICT) program\, share information about the Low Carbon Fuel Standard program\, and touch upon funding.
