SUMMARY:Evening Community Meeting: Clean Transportation Incentives for a Cleaner California (5/21/2024)
DESCRIPTION:The California Air Resources Board (CARB) hosts a series of monthly evening community meetings on the third Tuesday of most months to discuss their plans for funding clean transportation. These meetings have focused on the Clean Transportation Incentives Funding Plan (Funding Plan) Development Process which explains how CARB will spend money on projects related to zero-emission vehicles (ZEV) and improving air quality. Since the Funding Plan is generally developed between May and November\, CARB staff will still hold monthly evening community meetings outside of the Funding Plan process to provide updates on incentive project implementation\, other CARB initiatives\, as well as to provide a forum for community members to express their thoughts\, concerns\, and suggestions. \nDuring this meeting\, CARB staff will give a summary of the most recent daytime workgroup meetings and discuss the implementation status of incentive projects such as the Fiscal Year 2023-24 Clean Off-Road Equipment Voucher Incentive Project (CORE)\, the Fiscal Year 2023-24 policy for the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP)\, and Senate Bill 114 Funding Available for Zero-Emission School Buses and Infrastructure. There will also be two short presentations on other topics which will include an Introduction to Conversation’s with CARB’s Executive Office\, and an overview of April’s Clean Transportation Equity Incentives Symposium. CARB has also invited the Zero Emission Regulation Section to present Amendments to California’s Clean Car Regulations in effort to help communities learn about and provide input on amendments to CARB’s Advanced Clean Cars program\, including new regulations to reduce greenhouse gas pollution from passenger cars and trucks and a new window sticker for zero-emission vehicles. DESCRIPTION:The California Air Resources Board (CARB) and California Energy Commission (CEC)\, invite you to participate in a public work group meeting to discuss the implementation of incentives for zero-emission public school buses and supporting infrastructure made available by Senate Bill 114 (Committee on Budget and Fiscal Review\, Chapter 48\, Statutes of 2023). SB 114 appropriated a total of $500 million to CARB and CEC for the 2023-24 fiscal year to fund zero-emission school buses and supporting infrastructure through grants awarded to local educational agencies. CARB and CEC have named this new funding opportunity “Zero-Emission School Bus and Infrastructure” (ZESBI) grants. At this work group meeting\, staff will discuss legislative requirements\, application timeline\, award amounts\, eligible costs\, and priority applicants. Staff encourage the public to participate in the work group and provide feedback on program design prior to the ZESBI grant program’s application launch. The intent of the funding is to replace heavy-duty internal combustion school buses\, owned by local educational agencies\, with zero-emission school buses and support the transition by complementing vehicle investments with infrastructure funding. Of the $500 million\, $375 million in incentives will be awarded through CARB’s Clean Truck and Bus Voucher Incentive Project (HVIP) for zero-emission school buses and $125 million will be awarded to local educational agencies through CEC’s Zero-Emission School Bus Charging and Fueling Infrastructure Block Grant for charging or fueling stations and related activities\, including\, but not limited to\, equipment\, site design\, construction\, related infrastructure upgrades\, and workforce development and training. The ZESBI block grant will be recommended for award and approval at the CEC’s April Business Meeting. \nHVIP\nThe incentives for the procurement of zero-emission school buses for local educational agencies will be administered through HVIP. HVIP is the cornerstone of CARB’s advanced technology heavy-duty incentives\, providing funding since 2010 to support the long-term transition to zero-emission trucks and buses. HVIP is part of California Climate Investments\, a statewide program that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions\, strengthening the economy\, and improving public health and the environment\, particularly in overburdened communities. These investments accelerate the transition to low carbon freight and passenger transportation with a priority on providing health and economic benefits to California’s most disadvantaged communities. Since its inception\, over 60 percent of awarded HVIP funding has benefited disadvantaged and low-income communities. \nThe ISEF set-aside is designed to allocate vouchers towards small fleets (California companies with 20 or fewer vehicles operating in California and less than $15 million in annual revenue) including individual owner/operators making the transition to zero-emission vehicles. The plan describes CARB’s policy drivers and vision for advanced technology mobile source investments\, eligible project categories and criteria\, project funding allocations\, program implementation details\, and the justification for these investments. \nZEV Package for Low Carbon Transportation Funding: The Low Carbon Transportation program is part of the California Climate Investments\, a statewide program that puts billions of Cap-and-Trade dollars to work to reduce greenhouse gas emissions\, strengthen the economy and create jobs\, and improve public health and the environment\, particularly in overburdened communities. These investments accelerate the transition to low carbon freight and passenger transportation prioritizing health and economic benefits to California’s communities that are most in need. To date\, over 58 percent of CARB’s Low Carbon Transportation funding has benefitted low-income and disadvantaged communities\, including low-income households. \nThe California Legislature has appropriated over $6.2 billion to CARB for Low Carbon Transportation projects to reduce greenhouse gas emissions over the past nine budget cycles. Historically\, the funds have come from Cap-and-Trade Auction proceeds. More recently\, the funds were augmented with money from the General Fund as well as environmental enforcement settlements. This is the third year of a five-year $8.9 billion multi-agency accelerated ZEV funding package\, that was agreed to by the Governor and the Legislature\, to equitably develop the ZEV market\, both in the light- and heavy-duty transportation sectors. CARB is implementing the ZEV package funding in close coordination with the California Energy Commission\, California State Transportation Agency\, and the Governor’s Office of Business and Economic Development. The State Budget for FY 2023-24 includes $248.64 million allocated to CARB for the Low Carbon Transportation Program from the ZEV package. \nAir Quality Improvement Program: AQIP is a voluntary\, mobile source incentive program that focuses on reducing criteria pollutant and diesel particulate emissions with concurrent reductions in greenhouse gas emissions. The proposed FY 2023-24 budget includes $28.64 million for AQIP. DESCRIPTION:Learn More About the Sustainable Fleets Program – Get Recognized for Leading the Way to Zero-Emission Transportation\nThe California Air Resources Board (CARB or Board) invites you to participate in an informational webinar hosted by CALSTART on the Sustainable Fleets Program. California medium- and heavy-duty fleet owners are invited to participate in a new program that will recognize fleet operators who are adding zero-emission vehicles to their fleets\, no matter their size\, location\, or composition. Sustainable Fleets is designed to help fleets commit to and achieve their sustainability goals. The informational webinar will cover how participants can gain access to tools and resources to help support their transition to zero-emission operations as well as CALSTART membership benefits just by committing to the program. \nThe webinar will be held via Zoom at the following date and time: \nDate: June 8\, 2023\nTime: 1:00 p.m. – 2:00 p.m.\nLocation: Zoom Webinar \nTo participate in the webinar please register before 1:00 pm on June 8\, 2023. \nAfter registering\, you will receive a confirmation email with information to join the webinar either through a computer\, digital device\, or via conference line. Each meeting link in the confirmation email is unique so please do not share it with others. Every person that wishes to participate needs to register separately and use the unique link sent to them to access the webinar. Please note that there is no in-person attendance option for this webinar. This webinar will be recorded and will be emailed to attendees via email.
