DESCRIPTION:The California Air Resources Board (CARB) invites you to participate in a public meeting to discuss proposed amendments to the Advanced Clean Fleets (ACF) regulation that implement the requirements of Assembly Bill (AB) 1594 (Garcia\, Chapter 585\, Statutes of 2023). This is the second workshop on AB 1594. The meeting will be held in-person in Sacramento and via Zoom as indicated below. Remote participants must register via Zoom. This meeting will be recorded and made available on the ACF – Meetings & Workshops website. \nDate: Tuesday\, September 24\, 2024\nTime: 9:00 a.m. – 12:00 p.m. (Pacific Time)\nIn-Person Location: California EPA Headquarters\, Sierra Hearing Room\, 1001 I Street\, Sacramento\, California\nWebinar: Zoom \nRegistration is available online. \n\nThe following is a summary of proposed amendments to be discussed at the workshop:\nA definition of traditional utility-specialized vehicles\nModifying eligibility criteria for a ZEV Purchase Exemption for a new traditional utility-specialized vehicle without regard to the model year of the vehicle being replaced\nNecessary changes to the Daily Usage exemption to allow for broader usage data for traditional utility-specialized vehicles that does not exclusively rely on the lowest mileage reading and does not exclude the highest usage days\nMinor edits to the transit fleet vehicle definition and other updates or clarifications\n\nMeeting materials will be made available in advance of the workshop on the Advanced Clean Fleets – Meetings & Events website. Draft rulemaking language will be made available and posted online prior to the meeting. \nBackground\nIn October 2023\, the ACF regulation was adopted as the latest development in CARB’s decades long history of setting increasingly stringent emission standards for mobile sources that are needed to protect the public health and welfare of Californians by improving air quality and by mitigating the harms posed by greenhouse gases. The ACF regulation complements CARB’s recently adopted Advanced Clean Trucks regulation\, and will help advance the introduction of zero-emission technologies into California’s truck and bus fleets requiring fleets that are well suited for electrification to reduce emissions through requirements to both phase-in the use of ZEVs for targeted fleets and requirements that manufacturers only manufacture ZEV trucks starting in the 2036 model year. \nAchieving California’s long-term air quality\, climate\, and public health goals will require a transition from the conventional combustion technologies to zero-emission everywhere feasible and near-zero-emission powered by clean\, low-carbon renewable fuels everywhere else. Promoting the development and use of zero-emission trucks will contribute to the goals set by the Governor’s Executive Order N-79-20 and the Sustainable Freight Action Plan\, and will help achieve emission reductions as outlined in the State Implementation Plan\, Senate Bill (SB) 350 (de León\, Chapter 547\, Statutes of 2015)\, AB 32 (Nuñez\, Chapter 488\, Statutes of 2006)\, and SB 32 (Pavley\, Chapter 249\, Statutes of 2016)\, and AB 1279. ISEF uniquely allocates funds to provide innovative solutions for small fleets of 20 vehicles or less and is dedicated to the newest offerings including rentals\, short term leases\, flexible financing\, as-a-service models and other innovative options. \nA new ISEF appendix was released on June 3rd\, 2024\, which details ISEF changes and updates. Interested fleets\, dealers\, and providers can view the latest ISEF Webinar recording here or browse the slides which provide an overview of ISEF. Additionally\, CALSTART will be hosting an informative and interactive ISEF webinar on rentals. ISEF should be requested for rentals\, short-term leases\, flexible financing\, as-a-service models\, or other innovative solutions. Both tracks receive the same voucher funding amount.\nAn Example: Class 8 truck that performs drayage operations and domiciled in a qualifying disadvantaged community (DAC).\n\nClass 8 – $120\,000 (base voucher) x 2 = $240\,000 new ISEF base\nDrayage – 25% modifier x $240\,000 (new ISEF base) = $60\,000\nDAC – 15% x $240\,000 (new ISEF base) = $36\,000\nMaximum voucher amount = $336\,000 (The voucher is capped at 90% of vehicle MSRP).\n\n\n\n\nSpecific buses\, including student activity and youth buses\, those utilized by daycares\, and those utilized by retirement centers and similar organizations are eligible.\nPublic agencies with 20 or fewer medium- and heavy-duty vehicles may now participate by using eligible Providers.\nThe Provider cap has been increased to 30 vouchers (previously 20) in the first 90 days of funding opening- after which the cap is lifted.\n\nFleets are encouraged to browse the Provider directory and seek out a solution that best meets their needs. CARB staff’s presentation will be posted online prior to the workshop on the Low Carbon Transportation Incentives and AQIP Meetings and Workshops webpage. \nAll interested parties are invited to attend the virtual workshop webinar online. \nMore information can be found on the Funding Plan for Clean Transportation Incentives webpage. \nBackground\nAnnual Funding Plan for Clean Transportation Incentives\nThe annual funding plan is each fiscal year’s blueprint for spending funds from the Low Carbon Transportation Program\, AQIP\, and related funds appropriated to CARB in the current fiscal year’s California State budget. The funding plan describes CARB’s policy drivers and vision for advanced technology mobile source investments\, eligible project categories and criteria\, project funding allocations\, project implementation details\, and the justification for these investments. Projects supported under the Funding Plan have included projects such as\, but not limited to\, financial assistance for lower-income Californians to purchase zero-emission vehicles (ZEV); community-directed mobility projects to improve transportation options while reducing air pollution\, greenhouse gas emissions\, and vehicle miles travelled; specialized small fleet support\, and demonstrations of pre commercial heavy-duty equipment to accelerate market availability of zero-emissions options. \nLow Carbon Transportation Funding\nThe Low Carbon Transportation program is part of the California Climate Investments. It is a statewide program that puts billions of Cap and Trade dollars to work to reduce greenhouse gas emissions\, strengthen the economy and create jobs\, and improve public health and the environment\, particularly in overburdened communities. These investments accelerate the transition to low carbon freight and passenger transportation and prioritize health and economic benefits to California’s communities that are most in need. As of November 2023\, 85% of CARB’s Low Carbon Transportation funding has benefitted low-income and disadvantaged communities\, including low-income households. \nIn 2013\, the Legislature appropriated Greenhouse Gas Reduction Funds to CARB\, which created the Low Carbon Transportation Investments Program. These investments support the continued reductions of emissions from freight and passenger transportation\, with an emphasis on supporting priority populations. In 2021\, the Governor and Legislature agreed upon a multi-year\, multi-agency\, 10-billion-dollar investment to reduce transportation emissions through zero-emission technology deployment. The ZEV package would culminate in $9.1 billion dollars of investments through FY 2027 28. CARB implements the ZEV package funding in close coordination with the California Energy Commission\, California State Transportation Agency\, and the Governor’s Office of Business and Economic Development. \nAir Quality Improvement Program\nAQIP is a voluntary\, mobile source incentive program. The focus of the program is to reduce criteria pollutant and diesel particulate emissions with concurrent reductions in greenhouse gas emissions. DESCRIPTION:The California Air Resources Board (CARB) invites you to participate in a Webinar workgroup meeting on the Clean Truck and Bus Voucher Incentive Project (HVIP)\, Clean Off-Road Equipment Voucher Incentive Project (CORE)\, and Innovative Small E-Fleet Pilot Project (ISEF) as we develop polices for the fiscal year (FY) 2024-25 Funding Plan for Clean Transportation Incentives (Funding Plan). HVIP offers point-of-sale discounts for zero-emission trucks and buses statewide. HVIP is part of California Climate Investments\, a statewide program that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions\, strengthening the economy\, and improving public health and the environment\, particularly in overburdened communities. These investments accelerate the transition to low carbon freight and passenger transportation with a priority on providing health and economic benefits to California’s most disadvantaged communities. Since its inception\, over 60 percent of awarded HVIP funding has benefited disadvantaged and low-income communities. \nThe ISEF set-aside is designed to allocate vouchers towards small fleets (California companies with 20 or fewer vehicles operating in California and less than $15 million in annual revenue) including individual owner/operators making the transition to zero-emission vehicles.
