SUMMARY:Implementation Workgroup Meeting: Fiscal Year 2026-27 Clean Truck and Bus Voucher Incentive Project (HVIP) and Long-Term Heavy-Duty Investment Strategy
DESCRIPTION:Public Workgroup on August 19\, 2026  \nDue to overwhelming interest\, CARB is extending this workgroup by one hour. Originally scheduled to end at 3 p.m.\, the workgroup is now scheduled to end at 4:00 p.m. This will allow for more time for stakeholder engagement. If you have already registered\, there’s no need to re-register. The link in the original confirmation email will still work for accessing the meeting.   \nThe California Air Resources Board (CARB) invites you to a workgroup for CARB staff to present and discuss implementation topics for the upcoming Fiscal Year (FY) 2026-27 HVIP Implementation Manual (IM) as well as the development of the FY 2026-27 Long-Term Heavy-Duty Investment Strategy. The meeting agenda will be posted to the Low Carbon Transportation Investments and Air Quality Improvement Program website ahead of the meeting.  \nDate: August 19\, 2026   \nTime: 1:00 p.m. – 4:00 p.m.   \nLocation: Webinar   \nTo participate in the work group\, please register prior to the meeting.  \nREGISTER NOW\nAfter registering\, you will receive a confirmation email with information to join the webinar either through a computer\, digital device or via conference line. Each meeting link in the confirmation email is unique so please do not share it with others. Every person that wishes to participate needs to register separately and use the unique link sent to them to access the webinar. A link to the recording will be available two weeks after the meeting date on the Low Carbon Transportation Investments Meetings and Workshops page.  \nBackground \nCalifornia Climate Investments and Low Carbon Transportation Funding\nThe Low Carbon Transportation program is part of California Climate Investments\, a statewide program that puts billions of Cap-and-Invest dollars to work reducing greenhouse gas emissions\, strengthening the economy and improving public health and the environment\, particularly in disadvantaged communities. CARB’s Low Carbon Transportation Program is designed to accelerate the transition to low carbon freight and passenger transportation with a priority on providing health and economic benefits to California’s most disadvantaged communities.  These investments also reduce ozone precursor emissions and toxic diesel particulate emissions\, supporting the State’s goals in these areas. \nThe Air Quality Improvement Program (AQIP) was established by the California Alternative and Renewable Fuel\, Vehicle Technology\, Clean Air\, and Carbon Reduction Act of 2007 (AB 118\, Statutes of 2007\, Chapter 750).  Each year\, the legislature appropriates funding to CARB for these incentives to reduce emissions and support advanced technology demonstrations and deployments. \nLong-Term Heavy-Duty Investment Strategy\nThis document\, built upon previous years’ work\, provides a three-year roadmap for Low Carbon Transportation and Air Quality Improvement Program (AQIP) incentives (collectively known as Clean Transportation Incentives)\, specific to the heavy-duty (HD) transportation sector\, to help achieve the State’s climate and air quality goals. SUMMARY:Advanced Clean Fleets - Drayage Training Webinar
DESCRIPTION:The California Air Resources Board (CARB) staff invite you to participate in the public online Advanced Clean Fleets (ACF) Regulation\, Drayage Requirements training webinar. We are planning on holding other targeted training webinars\, with the next one focused on High Priority and Federal Fleets scheduled for December 15\, 2023. A registration notice will be sent out for that training soon. \nThis webinar will be held via Zoom at the following time. Interested parties must register to participate. The webinar will be limited to 1\,000 participants. This webinar will be recorded and made available on the ACF website.\nDate: November 30\, 2023\nTime: 9:00 a.m. – 10:30 a.m.\nLocation: Zoom Webinar \nAfter registering for the event using the link above\, participants will have the option to participate via Zoom or access the meeting by telephone with a dial-in number. CARB staff highly recommends participating using the Zoom Desktop or Mobile App for best quality and interactive participation.\nThis free online training is open to the public and will provide an overview of the drayage truck requirements in the ACF regulation and outline the upcoming compliance requirements. The focus of the webinar will be solely on drayage trucks. \nSubmit Questions\nWe anticipate a large number of participants and questions. To facilitate an efficient discussion\, we request that questions be submitted in advance. You can return to this link and continue to submit additional questions. Staff will review the questions\, compile those that are similar and pertinent to the drayage regulation and provide answers during the webinar. While we will not be able to answer detailed questions specific to your fleet only\, we will provide information on how to get individualized fleet assistance. Visit our CARB TruckStop page to learn more about new California requirements for heavy-duty vehicles. \nBackground\nTo meet California’s health-based air quality standards and greenhouse gas emission reduction goals\, the trucks and buses operated in the state and the fuel they use must be transformed away from petroleum. California is working to meet the Governor’s goal of one hundred percent zero-emission transportation where feasible by 2045. \nThe ACF regulation applies to fleets performing drayage operations\, those owned by State\, local\, and federal government agencies\, and high priority fleets. High priority fleets are entities that own\, operate\, or direct at least one vehicle in California\, and that have either $50 million or more in gross annual revenues\, or that own\, operate\, or have common ownership or control of a total of 50 or more vehicles (excluding light-duty package delivery vehicles). The regulation affects medium- and heavy-duty on-road vehicles with a gross vehicle weight rating greater than 8\,500 pounds\, off-road yard tractors\, and light-duty mail and package delivery vehicles. \nMore information can be found on CARB’s Advanced Clean Fleets website. \nContact\nIf you have any questions regarding this meeting\, please contact the Advanced Clean Fleets team.
