Annually\, the State appropriates funding to a portfolio of incentive programs\, and each program plays a unique role to improve air quality\, enhance community protection\, and reduce greenhouse gas emissions. Further\, CARB allocates this funding to incentive projects that are designed to support the transition to a low carbon economy across multiple sectors\, including investments in the transportation sector administered in accordance with the Funding Plan for Clean Transportation Incentives (Funding Plan).\nThe Funding Plan is an annual\, detailed guide that explains how Clean Transportation Incentive funds will be spent. Developed annually\, the Funding Plan has traditionally incentivized multiple technologies at different points on their commercialization arcs. The incentive funds have helped to continue successful deployments of the cleanest available technologies\, reduce production costs\, promote consumer acceptance\, and accelerate technology transfer to other sectors. These projects are designed to achieve immediate emission reductions and support the equitable transformation of California’s vehicle and equipment fleet to zero emissions where feasible and as clean as possible where zero emissions are not yet feasible. In designing these investments\, CARB strives to maximize benefits for disadvantaged communities\, low-income communities\, and low-income households (priority populations). \nThis year\, the Funding Plan allocates nearly $35 million for the Air Quality Improvement Program (AQIP) appropriated to CARB in budget bills passed by the Legislature and signed by the Governor. Created in 2007 by Assembly Bill (AB) 118 (Nunez\, Stats. 2007\, ch. 750)\, AQIP has been reauthorized (AB 8\, Perea\, Stats. 2013\, ch. 401) or extended (AB 126\, Reyes\, Stats. 2023\, ch. 319) twice over the years. Draft rulemaking language will be made available and posted online prior to the meeting. \nBackground\nIn October 2023\, the ACF regulation was adopted as the latest development in CARB’s decades long history of setting increasingly stringent emission standards for mobile sources that are needed to protect the public health and welfare of Californians by improving air quality and by mitigating the harms posed by greenhouse gases. The ACF regulation complements CARB’s recently adopted Advanced Clean Trucks regulation\, and will help advance the introduction of zero-emission technologies into California’s truck and bus fleets requiring fleets that are well suited for electrification to reduce emissions through requirements to both phase-in the use of ZEVs for targeted fleets and requirements that manufacturers only manufacture ZEV trucks starting in the 2036 model year. \nAchieving California’s long-term air quality\, climate\, and public health goals will require a transition from the conventional combustion technologies to zero-emission everywhere feasible and near-zero-emission powered by clean\, low-carbon renewable fuels everywhere else. Promoting the development and use of zero-emission trucks will contribute to the goals set by the Governor’s Executive Order N-79-20 and the Sustainable Freight Action Plan\, and will help achieve emission reductions as outlined in the State Implementation Plan\, Senate Bill (SB) 350 (de León\, Chapter 547\, Statutes of 2015)\, AB 32 (Nuñez\, Chapter 488\, Statutes of 2006)\, and SB 32 (Pavley\, Chapter 249\, Statutes of 2016)\, and AB 1279. Projects supported under the Funding Plan have included projects such as\, but not limited to\, financial assistance for lower-income Californians to purchase zero-emission vehicles (ZEV); community-directed mobility projects to improve transportation options while reducing air pollution\, greenhouse gas emissions\, and vehicle miles travelled; specialized small fleet support\, and demonstrations of pre commercial heavy-duty equipment to accelerate market availability of zero-emissions options. \nLow Carbon Transportation Funding\nThe Low Carbon Transportation program is part of the California Climate Investments. It is a statewide program that puts billions of Cap and Trade dollars to work to reduce greenhouse gas emissions\, strengthen the economy and create jobs\, and improve public health and the environment\, particularly in overburdened communities. These investments accelerate the transition to low carbon freight and passenger transportation and prioritize health and economic benefits to California’s communities that are most in need. As of November 2023\, 85% of CARB’s Low Carbon Transportation funding has benefitted low-income and disadvantaged communities\, including low-income households. \nIn 2013\, the Legislature appropriated Greenhouse Gas Reduction Funds to CARB\, which created the Low Carbon Transportation Investments Program. These investments support the continued reductions of emissions from freight and passenger transportation\, with an emphasis on supporting priority populations. In 2021\, the Governor and Legislature agreed upon a multi-year\, multi-agency\, 10-billion-dollar investment to reduce transportation emissions through zero-emission technology deployment. The ZEV package would culminate in $9.1 billion dollars of investments through FY 2027 28. CARB implements the ZEV package funding in close coordination with the California Energy Commission\, California State Transportation Agency\, and the Governor’s Office of Business and Economic Development. \nAir Quality Improvement Program\nAQIP is a voluntary\, mobile source incentive program. The focus of the program is to reduce criteria pollutant and diesel particulate emissions with concurrent reductions in greenhouse gas emissions. SB 114 appropriated a total of $500 million to CARB and CEC for the 2023-24 fiscal year to fund zero-emission school buses and supporting infrastructure through grants awarded to local educational agencies. CARB and CEC have named this new funding opportunity “Zero-Emission School Bus and Infrastructure” (ZESBI) grants. At this work group meeting\, staff will discuss legislative requirements\, application timeline\, award amounts\, eligible costs\, and priority applicants. Staff encourage the public to participate in the work group and provide feedback on program design prior to the ZESBI grant program’s application launch. Of the $500 million\, $375 million in incentives will be awarded through CARB’s Clean Truck and Bus Voucher Incentive Project (HVIP) for zero-emission school buses and $125 million will be awarded to local educational agencies through CEC’s Zero-Emission School Bus Charging and Fueling Infrastructure Block Grant for charging or fueling stations and related activities\, including\, but not limited to\, equipment\, site design\, construction\, related infrastructure upgrades\, and workforce development and training. The ZESBI block grant will be recommended for award and approval at the CEC’s April Business Meeting. \nHVIP\nThe incentives for the procurement of zero-emission school buses for local educational agencies will be administered through HVIP. HVIP is the cornerstone of CARB’s advanced technology heavy-duty incentives\, providing funding since 2010 to support the long-term transition to zero-emission trucks and buses.
